The Washington Affect
Deep in the hidden crevices of the internet, where gaming chats blend seamlessly with encrypted forums, a decentralized horror has been unfolding for years.
The 764 Network, often simply called “764”, is not a traditional terrorist cell plotting bombings or a cartel smuggling drugs across borders. It is a fluid, global syndicate of mostly young predators who weaponize social media, gaming platforms, and dark web channels to groom, extort, and destroy vulnerable children.
Emerging from the fringes of online extremism, 764 has been described by the FBI as a “new form of modern-day terrorism,” one that preys on the innocence of preteens and teens.
